What are the opportunities for the new energy industry when the Outline for the Development of Guangdong, Hong Kong, Macao and the Gulf Region is issued?

On February 18, the CPC Central Committee and the State Council issued the "Outline for the Development of Guangdong, Hong Kong, Macao and the Gulf Region" (hereinafter referred to as the "Outline").  And issued a notice, requiring all localities and departments to conscientiously implement the actual.
Looking at the whole world, the bay area economy has become an important growth pole to drive the development of the global economy. Guangdong, Hong Kong, Macao and the Bay Area, as the largest bay area in China and the fourth largest bay area in the world, cannot develop continuously without the support of the new energy industry.  Building a clean, low-carbon, safe and efficient energy system is not only China's obligation and responsibility to reduce carbon emissions and mitigate the greenhouse effect, but also an important goal to ensure the country's sustainable development.
The new energy industry has been mentioned many times in the blueprint of the "Development Outline" of great strategic significance, just like the next investment opportunity.  So, with the development of Guangdong, Hong Kong, Macao and the Gulf region, what changes and opportunities will the new energy industry face?
One is to optimize the energy supply structure.  Vigorously promote structural reform on the energy supply side, optimize the energy structure and layout of Guangdong, Hong Kong, Macao and the Gulf region, and build a clean, low-carbon, safe and efficient energy supply system.  Vigorously develop green and low-carbon energy, accelerate the utilization of natural gas and renewable energy, orderly develop wind energy resources, develop solar photovoltaic power generation and biomass energy according to local conditions, develop nuclear power safely and efficiently, vigorously promote clean and efficient utilization of coal, control the total coal consumption and continuously increase the proportion of clean energy.
The second is to strengthen the energy storage and transportation system.  Strengthen the construction of backbone power grids such as power transmission channels from surrounding areas to Dawan District and between cities in Dawan District, improve the urban power transmission and distribution network, and improve the power transmission capacity and risk resistance of the power grid.  To study and improve Guangdong's power transmission network and gas supply pipelines to Hong Kong and Macao to ensure the safety and stability of energy supply in Hong Kong and Macao.
The third is to foster and strengthen industries such as new energy, energy conservation and environmental protection, and new energy vehicles, and to form an industrial agglomeration zone with energy conservation and environmental protection technology research and development and headquarters base as its core.  From this point of view, both new energy and new energy vehicles will usher in significant development opportunities.
Four is to strengthen the exchange and cooperation of low-carbon development and energy conservation and environmental protection technologies, and further promote cleaner production technologies.  We will promote low-carbon pilot demonstration, implement demonstration projects in areas with near-zero carbon emissions, and accelerate research and development of low-carbon technologies.  To promote the development of green and low-carbon development evaluation in Dawan District, strive to reach the peak of carbon emissions as soon as possible, and build a green development demonstration area.
The fifth is to promote the intelligent and green development of the manufacturing industry, upgrade traditional industries by adopting advanced and applicable energy saving, low carbon and environmental protection technologies, and speed up the construction of a green industrial system.  We will promote the revolution in energy production and consumption and build a clean, low-carbon, safe and efficient energy system.
