On April 25, the inauguration ceremony of the "the belt and road initiative" Energy Partnership (hereinafter referred to as the Partnership) was held in Beijing.  Energy ministers, ambassadors to China and high-level representatives of energy authorities from 30 partnership member countries and 5 observer countries attended the inauguration ceremony.
Zhang Jianhua, director of the State Energy Administration, announced the formal establishment of the partnership and delivered a welcoming speech.  Zhang Jianhua said that on October 18, 2018, the first "the belt and road initiative" energy ministers' meeting was successfully held in Suzhou, Jiangsu.
The formal establishment of this partnership is a practical action taken by all countries in response to the call, and is also an important measure to draw "the belt and road initiative" fine brushwork.  In the past six years since the "the belt and road initiative" initiative was put forward, cooperation in the field of energy has yielded fruitful results. A large number of landmark energy projects have successfully landed and achieved good economic and social benefits, bringing tangible benefits to the people of all countries.  The partnership will adhere to the principles of mutual consultation, co-construction and sharing, with the aim of promoting mutually beneficial cooperation in energy resources. It will help countries to jointly solve the problems facing energy development, realize common development and prosperity, and make positive contributions to the construction of a community of human destiny.
During the meeting, the member countries of the partnership jointly released the "the belt and road initiative" Principles and Practical Actions for Energy Partnership Cooperation.  According to the document, the partnership will hold a "the belt and road initiative" energy ministers' meeting every two years, and carry out ministerial training courses and energy cooperation leader training programs as needed.  The partnership will also strive to promote intergovernmental policy exchange and cooperation intention communication, build a platform for bilateral and multilateral project cooperation and technology exchange, and promote practical cooperation in the energy field.

In recent years, the global pattern of energy supply and demand has been profoundly adjusted, and some new trends, contradictions and problems have emerged.  Pakistani Energy Minister Omar Ayub Khan mentioned energy transformation at the inauguration ceremony of the "the belt and road initiative" energy partnership.  Omar Ayub Khan said: "In the 21st century, global energy demand is increasing day by day.  At the same time, people's dependence on fossil energy has also received serious concern.  The reason is that the price of fossil energy is constantly rising, and the greenhouse gases it emits also have a negative impact on the environment.  In this context, all countries regard renewable energy as a good alternative. "
Some foreign energy experts pointed out that at present, there are many mechanisms for global energy cooperation, but there is no ideal framework to promote common actions to ensure affordable, safe and clean energy.  The "the belt and road initiative" energy partnership is dedicated to building such a platform.  Zhang Jianhua, director of the State Energy Administration, said that the "the belt and road initiative" energy partnership is an international energy cooperation platform established by participating countries to solve the problems facing energy development, better protect the ecological environment, cope with climate change, ensure energy security and promote sustainable development.
In terms of energy trade and investment, risks and challenges have gradually emerged in recent years, with the outstanding manifestations being imperfect infrastructure and more trade barriers.  Azerbaijani Energy Minister Parviz Shakhbazov believes that the "the belt and road initiative" energy partnership can also play a role in dealing with these issues.  Parviz Shakhbazov said: "The' the belt and road initiative' energy partnership brings together energy, infrastructure construction technology and investment opportunities on a large scale. This cooperative arrangement has the ability to eliminate the imbalance of energy distribution among countries and reduce risks in energy security."
For China, its nuclear power and ultra-high voltage are well-deserved "national business cards".  Over the past five years, this clean, high-energy and beautiful business card has been distributed all over the world, sending a steady stream of energy to countries and people along the "the belt and road initiative".

Multi-country Technical Cooperation
Already started

As for nuclear power, on September 29, 2016, CGNPC signed a package agreement with the governments of electricite de france and the United Kingdom to build a new nuclear power project in the United Kingdom, of which Bradwell B project will use Hualong No.1, the third generation nuclear power technology with independent intellectual property rights in China.  This is China's largest investment project in Britain and Europe. It is also the first time that China's enterprises are leading the development and construction of nuclear power projects in western developed countries. President Xi Jinping has evaluated it as a flagship project to open the "golden age" between China and Britain. It will realize a breakthrough in the export of China's independent nuclear power technology to western developed countries.
The K-2/K-3 nuclear power project in Karachi, Pakistan, undertaken by the Nuclear Power Group is currently constructing two nuclear power generation technologies with independent intellectual property rights in China-"Hualong No.1" reactor type nuclear power units.  Quality is the life of nuclear power plants. By the end of September 2018, the quality control point of Jian 'an construction witnessed a pass rate of 98%, far higher than the established target of 90%.
In terms of extra-high voltage, the State Grid has actively promoted cross-border networking and interconnection, building 10 cross-border transmission lines between China, Russia, China, Mongolia and China-Kyrgyzstan, with a cumulative transaction power of more than 27 billion kilowatt hours.  Vigorously invested and operated overseas infrastructure, successfully invested and operated backbone energy network companies in seven countries and regions including the Philippines, Brazil, Portugal, Australia, Italy, Greece and Hong Kong, with overseas investment reaching 21 billion US dollars and total overseas assets under management exceeding 65.5 billion US dollars.
At present, the State Grid has completed such major power grid projects as the 800 kV high-voltage direct current transmission project of Brazil's Meili Mountain Hydropower Station, the upgrade of Egypt's EETC500 kV national backbone network, Ethiopia's GDHA500 kV transmission and transformation project, and Ethiopia-Kenya 500 kV direct current interconnection project.
More importantly, it actively participated in the formulation of international standards and took the lead in establishing a complete technical standard system for UHV AC/DC and smart grid in the world. It has taken control of the standard. In the future, more countries and people in the world will use the original UHV in China.
