The most market-oriented New Deal in history has come out

After dozens of solicitations and repeated discussions, on May 30, the National Energy Administration officially announced the "Notice on Wind Power and Photovoltaic Power Generation Projects in 2019", clearly implementing classified management, and the project requiring state subsidies is in principle All of them adopt competitive allocation, and priority is given to projects with low subsidy intensity and strong retreat. This is known as the most market-oriented policy in history, indicating that wind power PV is entering the bidding era.
Since the "13th Five-Year Plan", the scale of wind power and photovoltaic power generation applications in China has been continuously expanded, the technical level has been significantly improved, and the cost has gradually declined. According to the National Energy Administration, as of the end of the first quarter of this year, the cumulative installed capacity of wind power in the country reached 189 million kilowatts, which has reached 90% of the 13th Five-Year Plan. The installed capacity of photovoltaic power generation reached 180 million kilowatts, ranking first in the world. At the same time, however, problems such as the continued widening of the subsidy gap and the abandonment of wind and electricity in some areas have been highlighted.
The above notice requires that wind power and photovoltaic power generation projects are divided into two categories, namely, no state subsidies and state subsidies. On the basis of organizing grid enterprises to demonstrate and implement the conditions for power supply and consumption of affordable Internet projects, priority should be given to the construction of affordable Internet projects. Conduct competitive allocation of projects that require state subsidies.
According to the "2019 Wind Power Project Construction Work Plan", there are two ways to compile the wind power project competition: the first way is that the enterprise has completed the preliminary work of the project, and entered the state subsidy scope by participating in the competition configuration; the second method is completed by the local government department. In the preliminary work of the project, the project investment enterprise was selected through competition.
In terms of photovoltaic power generation, only the newly-built projects in 2019 (except for photovoltaic poverty alleviation and household photovoltaics) can participate in subsidy bidding. Among them, the “2019 Photovoltaic Power Generation Project Construction Work Plan” must be connected to the grid. Proof of grid connection time issued by the company.
According to the principle of collecting and subsidizing, the scale of subsidies is determined by the Ministry of Finance according to the financing capacity. The total subsidy budget for new photovoltaic projects in 2019 is 3 billion yuan, of which 750 million yuan is used for household photovoltaics (equivalent to 3.5 million kilowatts). The subsidy bidding project will organize the project construction according to the total subsidy of 2.25 billion yuan (excluding photovoltaic poverty alleviation).
Under such a total plate, the energy authorities of the provinces (autonomous regions and municipalities) organize the projects through competitive allocation, and then report them to the National Energy Administration for a unified national ranking, and determine the subsidy list according to the revised on-grid price quotes from low to high. The price formed by market competition shall not exceed the guidance price of the resource area determined by the National Development and Reform Commission.
"This embodies the priority of the state subsidy funds to support the subsidies for the subsidies of electricity price subsidies, and to lead the photovoltaic power generation to reduce costs, subsidize and achieve parity by means of competitive allocation and subsidy bidding market." Researcher, Renewable Energy Center, Energy Research Institute, National Development and Reform Commission Shi Lili said.
For the 2019 scale problem that has received much attention in the industry, the responsible person of the New Energy Department of the National Energy Administration said that it will maintain a reasonable new scale and suitable development speed of the photovoltaic industry on the basis of 2018, and promote the continuous development of photovoltaic power generation and upstream manufacturing. healthy growth.
Wang Sicheng, a researcher at the Energy Research Institute of the National Development and Reform Commission, estimates that the installed capacity of photovoltaics will be between 40-50 GW in 2019. Tsang Securities analyst Zeng Duhong said that he maintained the previous domestic target of 45-50GW and 130GW installed capacity worldwide. The domestic market will be officially launched in the second half of the year, and overseas will enter the traditional peak season.
It is understood that in the first quarter, most of China's first-line PV module manufacturers are in full production. Some leading enterprises have already filled orders in the first half of 2019. The driving force behind this is mainly overseas markets.
