Since the "13th Five-Year Plan", the scale of wind power and photovoltaic power generation applications in China has been continuously expanded, the technical level has been significantly improved, and the cost has gradually declined. According to the National Energy Administration, as of the end of the first quarter of this year, the cumulative installed capacity of wind power in the country reached 189 million kilowatts, which has reached 90% of the 13th Five-Year Plan. The installed capacity of photovoltaic power generation reached 180 million kilowatts, ranking first in the world. At the same time, however, problems such as the continued widening of the subsidy gap and the abandonment of wind and electricity in some areas have been highlighted.
 
The above notice requires that wind power and photovoltaic power generation projects are divided into two categories, namely, no state subsidies and state subsidies. On the basis of organizing grid enterprises to demonstrate and implement the conditions for power supply and consumption of affordable Internet projects, priority should be given to the construction of affordable Internet projects. Conduct competitive allocation of projects that require state subsidies.
 
According to the "2019 Wind Power Project Construction Work Plan", there are two ways to compile the wind power project competition: the first way is that the enterprise has completed the preliminary work of the project, and entered the state subsidy scope by participating in the competition configuration; the second method is completed by the local government department. In the preliminary work of the project, the project investment enterprise was selected through competition.
 
In terms of photovoltaic power generation, only the newly-built projects in 2019 (except for photovoltaic poverty alleviation and household photovoltaics) can participate in subsidy bidding. According to the principle of collecting and subsidizing, the scale of subsidies is determined by the Ministry of Finance according to the financing capacity. The total subsidy budget for new photovoltaic projects in 2019 is 3 billion yuan, of which 750 million yuan is used for household photovoltaics (equivalent to 3.5 million kilowatts). The subsidy bidding project will organize the project construction according to the total subsidy of 2.25 billion yuan (excluding photovoltaic poverty alleviation).
 
Under such a total plate, the energy authorities of the provinces (autonomous regions and municipalities) organize the projects through competitive allocation, and then report them to the National Energy Administration for a unified national ranking, and determine the subsidy list according to the revised on-grid price quotes from low to high. The price formed by market competition shall not exceed the guidance price of the resource area determined by the National Development and Reform Commission.

The domestic market will be officially launched in the second half of the year, and overseas will enter the traditional peak season.
 
It is understood that in the first quarter, most of China's first-line PV module manufacturers are in full production. Some leading enterprises have already filled orders in the first half of 2019. The driving force behind this is mainly overseas markets.
